Why does manual GeM tender work cost more than hours?
Because the expensive failure is not the time spent. Yukti AI estimates that working one tender by hand can take three to four hours, but the real cost is the eligible tender nobody noticed, or the one mandatory certificate, asked for in an ATC clause or a corrigendum, that was missed and got the bid disqualified. The routine most sellers still follow, for every tender: open the portal and search category by category; open each tender and read the bid document and the ATC; note the documents it asks for; follow the links inside those documents, when someone notices them; collect certificates from folders and check their expiry; and merge everything for upload, usually close to the deadline. For many teams it is still "GeM par tender dekhna" one category at a time, and "last day pe documents dhoondhna".
A standard clause in GeM's own ATC library warns that an offer is liable to be rejected if any certificate or document sought in the bid document, the ATC or a corrigendum is not uploaded. The demand can sit in any of the three, or in a file linked from them, which is why the system reads all of them.

How does the GeM tender process work for a seller?
A seller finds a bid in its category on BidPlus, checks the eligibility conditions, reads the bid document with its ATC and corrigenda, uploads the documents asked for and submits an offer that its authorised user verifies. In the usual two-packet bid, the buyer evaluates technical offers first, then opens prices for qualified bidders, sometimes followed by a reverse auction.

How do you find tenders on the GeM portal, and how does the system do it every day?
By hand, you open the "All Bids" list on BidPlus, GeM's e-bidding and reverse-auction module, filter it by bid type, bid end date or keyword, and open each bid document. GeM also notifies registered sellers about new bids in the categories they are listed in. Yukti AI's system replaces the daily manual search with a scheduled fetch on your own include words, exclude words and categories.
A manual GeM tender search works, but it must be repeated every day for every keyword, and a search term that is slightly off misses bids entirely. GeM's notifications help, but they only tell you a bid exists, not whether you qualify or what the ATC demands.

- Your keywords. A keyword manager holds include words, exclude words and category filters, editable by your admin at any time. Exclude words keep out near-misses, such as repair tenders when you only supply new equipment.

What documents are required for a GeM tender?
There is no fixed list: each GeM bid sets its own. The bid's "documents required from seller" field typically names experience criteria, past performance, bidder turnover, OEM authorisation and certificates or additional documents requested in the ATC. The binding list is the bid document plus its ATC, every corrigendum and any documents linked inside them, read tender by tender.

What do ATC, corrigendum, EMD and L1 mean on GeM?
On GeM, ATC means the Additional Terms and Conditions a buyer adds to one bid, a corrigendum is an official amendment to a published bid, EMD is the Earnest Money Deposit or bid security, and L1 is the lowest-priced technically qualified offer. The system's screens, rules and reports use these terms directly, and the specific bid always decides how a rule applies to you.
The figures below come from GeM's General Terms and Conditions as published in March 2026, GeM's seller FAQ and published bid documents; GeM revises all of these, so check the current versions on gem.gov.in before relying on a number.
- GeM and BidPlus
- The Government e-Marketplace is India's online public procurement portal (gem.gov.in). BidPlus is its e-bidding and reverse-auction module, with a public "All Bids" list.
- Bid number
- A bid's public identifier, in the form GEM/year/B/number; a reverse auction created from a bid carries a GEM/year/R/number.
- GTC, STC and ATC
- General Terms apply to everyone, Special Terms to a product or service category, and Additional Terms and Conditions (ATC) to one bid, chosen from GeM's ATC library or uploaded by the buyer.
- Corrigendum
- An official amendment to a published bid that can change dates, specifications, ATC terms or the documents required.
- EMD
- Earnest Money Deposit, or bid security. Under GeM's March 2026 terms it is not taken on bids below 5 lakh rupees in estimated value; above that the buyer sets the amount, and exempt sellers, such as eligible MSEs and DPIIT startups, generally do not pay it.
- ePBG
- An electronic performance bank guarantee the winning seller furnishes after award when the bid asks for one; the buyer sets it at up to 5% of the contract value.
- MSE, Udyam and DPIIT startup
- Udyam-registered MSEs that make the product or provide the service, and DPIIT-recognised startups, can be exempt from EMD; relaxation of experience and turnover applies only where the buyer selects it.
- OEM authorisation
- A letter from the manufacturer or brand owner authorising a reseller to offer its product in a bid.
- Turnover criteria
- A minimum average turnover set by the buyer; GeM's seller FAQ says it is capped at 0.5 times the bid's estimated value.
- Technical and financial bid
- In a two-packet bid the technical offer is evaluated first, and prices are opened only for bidders who qualify.
- L1 and reverse auction (RA)
- L1 is the lowest-priced technically qualified offer. An RA is a live, descending-price auction; in a "Bid to RA", technically qualified bidders, or a shortlist of them under the RA qualification rule the buyer chose, move into one after evaluation.
- DSC, e-sign and OTP
- The ways GeM lets the seller's authorised user verify an offer at submission: a digital signature certificate (DSC), e-sign or OTP. GeM's seller FAQ says OTP is being phased out, and advises sellers to get an e-sign or a DSC.
- Make in India (MII)
- Purchase preference for Class-I local suppliers. Bid documents commonly set the minimum local content at 50% for Class-I and 20% for Class-II; the seller self-certifies local content when bidding, and to claim the preference uploads an OEM certificate of the local content percentage.
- Representation
- A seller's pre-bid objection to a bid's ATC clauses or specifications, raised once from the seller dashboard within 1, 2 or 4 days depending on how long the bid runs. Seeing a bid on the day it is published leaves time to use it.
- CRAC
- Consignee Receipt and Acceptance Certificate, proof that a buyer received and accepted a supply, often asked for as evidence of experience.
How the system works: from the daily GeM bid list to one bid-ready PDF
Every tender follows the same journey. The system fetches, checks and scores it; a bid manager approves it; AI reads the full bid pack; the requirements are matched against your library; a person verifies the list; the system merges one PDF; and your team submits on GeM. Steps marked in green are done by AI.
Two human gates are built in on purpose. At approval, the bid manager decides which scored tenders are worth working, so the AI only reads tenders that matter. At verification, a person ticks the extracted list as checked; a tender cannot be marked Ready without that tick, or while any mandatory document is missing. Submission on GeM always stays with your authorised user.

Nothing is left to memory. The system emails a Hot tender alert the moment one is fetched, deadline reminders at T-3 days and T-1 day before the bid end date, a pending-document alert when an approved tender still lacks a mandatory document, expiry alerts before a certificate lapses and a daily run summary. If a daily fetch fails, both you and Yukti AI are informed the same day. How does eligibility scoring decide which GeM tenders are worth bidding?
The scoring engine turns your GeM tender eligibility criteria into YES/NO conditions, each with a weightage, and applies them to every fetched tender. Tenders are classed Hot, Warm or Cold with a score badge, a tender that fails a mandatory condition is rejected outright, and a breakdown shows which condition passed or failed. You choose the weightage, so a category match can count for more than the delivery state. Conditions too important to weigh become hard knock-out rules. Every rule is editable from the admin screen, with nothing fixed in code, and the standard build sets up to 25 conditions. If a genuinely good tender is held back by a rule, the bid manager can override the result with a recorded reason, so a good tender is not lost to a rule and the rules can be sharpened later.
On GeM, relaxation of experience and turnover for MSEs and startups is not automatic: it applies only where the buyer has selected it for that bid, and proof must be uploaded. The score breakdown shows which condition drove a result, so the bid manager can check it against the bid document before approving.
How does the AI read the bid document, ATC, corrigenda and every link inside them?
For each approved tender, the AI document engine downloads the bid document, the ATC and every corrigendum, extracts their text, including scanned and image-based PDFs, and lists every document the tender demands: its name, whether it is mandatory, the page it was found on and any condition attached. It then follows links inside those documents, up to two levels deep.
This reading step is what makes the system AI tender software rather than an alert feed. Alongside the document list, the engine extracts the eligibility and scope clauses, so requirements are read in context rather than as bare names. Every item carries a source reference, so the bid manager can open the exact page and verify it in one click.
Nested link crawling
A GeM bid document often points to files that are not inside the main PDF: a buyer-uploaded ATC, technical specifications, a BOQ sheet, service-level terms. The system detects those links, opens them, downloads and reads the documents found there and adds their requirements to the same list. Duplicates are skipped. Dead links, password-protected files and login-gated pages are flagged as "Manual review needed" rather than silently ignored, and every requirement keeps a source trail back to its file and page.
AI is a fast first reader, not the final word. A human verification tick is mandatory before any tender can be marked Ready, and responsibility for the final bid rests with the bidder. How does tender document management work, from library to one bid-ready PDF?
The document library holds every certificate your business uses in bids, with expiry dates and versions. For each tender, the gap check compares the AI's required-document list with the library and shows what is available, missing or expired. Once the gaps are closed and the list is verified, one button merges everything into a single bid-ready PDF in the order the tender asks for.
Company document library
One place for GST, PAN, Udyam, ISO, MSE certificate, OEM authorisations, balance sheets, past work orders, experience certificates and any other document, each with type, issue date, expiry date, issuing authority and version. Expiry alerts go out before a certificate lapses, the latest copy is always used, older versions are kept, and storage is secure with role-based access. Gap check and document collection
Available, missing and expired documents are shown separately, and a missing one raises an upload request on the tender. When a tender's wording differs from your document's name, the bid manager maps them once and the mapping is remembered for future tenders. Who uses the system, and what does each person get?
The system has three access roles, Admin, Bid Manager and Viewer, the last for people who only need to follow tenders and reports. Around them, GeM work usually splits into four jobs, whether four people do them or one person wears several hats: the owner, the bid manager, the document executive and the admin.

The dashboard and reports: what was fetched, approved, submitted, won and lost, win rate by department, category and value range, and rejection reasons. Can receive Hot tender emails as they arrive.
Bid manager
Approves or rejects scored tenders, overrides with a reason, assigns work, verifies the extracted list against its source pages, ticks verification, merges the PDF and submits on GeM.
Document executive

What does the system not do, and which rules will it not break?
The system prepares a bid; it does not submit one. GeM bid submission requires an authenticated login and the seller's own verification step, by OTP, e-sign or DSC, so the system stops at the merged, bid-ready document and your team uploads and submits on GeM. It also never uses a method that circumvents the portal's security or terms of use.
No automatic bid submission. Participating, uploading, signing and submitting stay with your authorised user, on your own login and your own OTP, e-sign or DSC.
No bid writing or commercial decisions. The system does not write the technical bid, price bid or BOQ, or decide whether to bid or at what price. It does not predict L1 prices or take part in a reverse auction. It organises documents.
A person verifies every list. Human verification is mandatory before a tender is marked Ready, and responsibility for the final bid rests with the bidder.
No workarounds on GeM's security. If the portal introduces a CAPTCHA, IP restrictions or a mandatory login for the bid list, an alternate approach is agreed with you.
GeM can change. Adapting the fetch engine when GeM changes its structure is covered under maintenance.
Not included: EMD payment, your DSC, GeM seller registration and portal charges; SMS, WhatsApp or voice alerts (can be added later); and other portals such as CPPP or state portals (a separate phase).
